APPLY FOR EAST ZONE GROUSE PERMIT BEGINNING AUGUST 1

LINCOLN, Neb. – The Nebraska Game and Parks Commission will begin accepting applications for 400 east zone grouse hunting permits August 1.

The 2005 prairie grouse hunting season will be September 17 - December 31 in both the east and west zones.

To hunt the East Zone, hunters must have a free permit. A total of 400 free permits have been authorized for this years season. Persons who have been issued a valid 2005 Nebraska small game hunting permit are eligible to apply for the free East Zone grouse hunting permit. Residents under 16 years of age who have successfully completed a state- certified hunter education course, as well as persons who may legally hunt small game in Nebraska without a 2005 small game hunting permit are also eligible to apply. Each East Zone grouse hunting permit will include self-adhesive carcass tags that must be attached to the leg of the bird at the time of harvest. Hunters can obtain only one East Zone grouse hunting permit for the 2005 season.

The west zone is the area west of U.S. 81 and the east zone is the area east of U.S. 81. In both cases hunting on federal or state sanctuaries and refuges is prohibited unless otherwise authorized. The bag and possession limits in the west zone are three birds daily and 12 in possession; in the east zone the limit is three legally tagged grouse during the entire season, and the number of grouse taken in aggregate from the east and west zones may not exceed three daily and 12 in possession.

East zone permits will be distributed to eligible applicants on a first-come, first- served basis, with permit requests accepted at the Lincoln Game and Parks office by mail, phone, or over-the-counter. Permit requests must include the applicants name, age, address, and 2005 Nebraska annual hunting permit number (or, for residents 12 through 15 years of age, their hunter education certificate number). Permit requests submitted by mail should be addressed to the Nebraska Game and Parks Commission, Attn. Grouse Permits, P.O. Box 30370, Lincoln, NE, 68503. Persons who may legally hunt small game in Nebraska without a 2005 small game hunting permit may provide documentation of that status with the application in lieu of a permit number.

FALL TURKEY HUNTERS MAY APPLY FOR PERMITS BEGINNING AUGUST 8

LINCOLN, Neb. -- Nebraskas 2005 turkey population is at a record high and hunters may begin applying for fall hunting permits on August 8.

The Nebraska Game and Parks Commissions Upland Game Manager Scott Taylor said, “The April rural mail carrier survey indicates turkey numbers are up 47 percent over last year and 131 percent higher than the five-year average.”

This years fall archery turkey season will be Oct. 1 - Nov. 11 and Nov. 21 - 30, and the fall shotgun season will be Oct. 15 - Nov. 11 and Nov. 21 - 30.

Taylor said the season will extend through the end of November, but will be closed during the nine-day November firearm deer hunting season, Nov. 12 - 20.

Permits cost $21.00 for residents and $66 for nonresidents. A Habitat Stamp ($13) is required for all resident turkey hunters age 16 and older and for all nonresident hunters regardless of age. Hunters can obtain no more than two permits, which may include two shotgun permits, two archery permits or one of each.

Fall turkey permits will be available over-the-counter at Commission offices in Alliance, Bassett, Norfolk, North Platte, Omaha, Lincoln and the Ak-Sar-Ben Aquarium near Gretna, as well as on the Commissions Internet web site at www.outdoornebraska.org  Applications that are mailed should be sent to the Nebraska Game and Parks Commission, P.O. NEW HUNTING, FISHING, PARKS PERMITS, STAMPS AND FEES APPROVED

LINCOLN, Neb. – At a meeting in Lincoln on July 7, the Nebraska Game and Parks Commissioners voted to approve a series of changes in the types and fees of permits and stamps available to people who hunt, fish and use the state parks system.

The changes were enacted under authority established in the Game Law and by Legislative Bills 121 and 162, which were enacted by the First Session of the Ninety-Ninth Legislature in 2005. Most will become effective on January 1, 2006.

The changes were the result of findings of a task force that had been directed to examine hunting, fishing and park permits now being issued and recommend changes that would give the public better opportunity to enjoy outdoor activities and bring the types and prices of permits offered more in line with those of surrounding states.

After receiving public comment, the staff made final recommendations, which were accepted by the Board of Commissioners and then presented to the Nebraska Legislature for consideration last spring.

To better serve those people involved in outdoor activities, the Commissioners:

– established a nonresident 2-day hunting permit that will cost $35. The permit will be issued electronically and will allow the holder to hunt two consecutive days between the fourth Wednesday in November and December 31 of the same calendar year. An individual may purchase only one 2-day hunting permit per year. This change was made in response to requests from nonresidents who visit their families during the Thanksgiving to Christmas time period and wanted an alternative to having to purchase an annual nonresident hunting permit when they would be in the field only a couple of days. In many cases the people chose not to hunt at all, rather than buy an annual permit;

– established one-day resident and nonresident fishing permits. The resident permit will cost $6 and the nonresident will be $8. The purchaser would not be required to purchase an aquatic habitat stamp, but $1 of the of the price of each permit would be deposited in the Aquatic Habitat Fund. These permits will allow people who plan to fish for only a day or two, such as travelers along the interstate system, to participate in short-term fishing opportunities.

– voted to make the Aquatic Habitat Stamp a requirement of all licensed anglers and to print it as part of each fishing permit issued, the sole exception being one-day permits. The Aquatic Habitat Stamp $5 fee will be collected in conjunction with the fee of the applicable fishing permit on all annual and 3-day permits issued;

– established an annual resident hunt/fish permit for veterans 64 years and older as well as residents age 69 years and older which will sell for $5. No additional stamps or fees will be required. This permit replaces the current fee-exempt permit issued to veterans 65 years and older and residents 70 years and older. Disabled veterans, who will continue to receive a lifetime fee-exempt permit, and veterans and senior citizens who possess a fee- exempt permit prior to January 1, 2006, will not be required to purchase a permit during their lifetime. By charging the modest $5 annual fee, the Commission is allowed to count those permits as sold permits in the Federal Aid apportionment formula, making the agency eligible for additional federal revenues;

– established a Nebraska Migratory Waterfowl Stamp that will sell for $5 and will be required of all resident migratory waterfowl hunters 16 years and older, and all nonresident migratory waterfowl hunters regardless of age. The revenue collected from the sales of the Nebraska Migratory Waterfowl Stamp will be deposited in the Habitat Fund and will be used for the acquisition, -- on a willing-seller willing-buyer basis only – as well as leasing, development, management and enhancement of migratory waterfowl habitat and taking of easements on migratory waterfowl habitat;

– increased the cost of deer, antelope and elk permits $2 for standard permits and the corresponding statutorial amount for limited landowner permits. The increase will help offset increased expenditures for disease monitoring and response efforts;

– established a fee structure for statewide buck-only deer permits that sets their cost at 2.5 times the price of the standard permit, making the cost to residents $67.50 and to nonresidents $442.50;

– increased the price of nonresident turkey hunting permits to $85, except that a nonresident landowner spring turkey hunting permit will be $42.50. A nonresident who owns 320 acres or more of farm or ranch land in Nebraska for agricultural purposes will be eligible to apply for a limited landowner permit for that property. The same privilege is available to members of their immediate family living in the same household, except that no more than one permit per 320 acres of ownership will be authorized;

– adopted a sliding scale pricing structure for the issuance of lifetime hunting and fishing permits based on the applicants age (see chart below);

– established a nonresident lifetime hunting permit, fishing permit and combination hunt/fish permit priced on a sliding scale based on the applicants age (see chart below);

– established a lifetime Aquatic Habitat Stamp that will cost both residents and nonresidents $100;

– established discounted hunt, fish and combination permits for residents who are in the military and deployed for at least six months during part or all of a permit season of the same year. Upon their return, they become eligible for a discounted permit provided they purchased a similar type of permit the year before they were deployed. The same is true of big game permits and discounted permits will be issued for the same type of permit they previously purchased and were unable to use. The deployed military person may opt for a refund on their unused big game permit in lieu of a discounted permit. The deployment period must include the entire hunting season for the permit type held to receive a discounted permit or refund. Eligibility for Deployed Military Permits will begin in September, 2005.
